AudioPluginFormatManager still DeletedAtShutdown?

AudioPluginFormatManager is an example of a harmless singleton (and rather handy as one)...did we really benefit by making it not a singleton? When would you ever want more than one?

Well, regardless, should AudioPluginFormatManager still be derived from DeletedAtShutdown?

True, it was mostly harmless, but it was the last of the singletons which didn't actually need to be one. There are still a handful of annoying singletons left, but they're things like MessageManager or Desktop, where it'd be really difficult to do it any other way.

And yes, thanks for spotting that DeletedAtShutdown reference, which I'll remove..
